Former Mormon Bishop Ordered to Registered as Sex Offender

On February 20, 2026, the Honorable Mark A. Ralphs, in Department 2 of the El Dorado County Superior Court, ordered former Mormon Bishop Alan Roman Andrus to register as a sex offender, pursuant to Penal Code section 290. The court also sentenced Andrus to 32 days in county jail and probation. The sentence came after an El Dorado County jury convicted Andrus of Simple Battery – Penal Code Section 242- on November 5, 2025. The jury acquitted Andrus of other sex crimes. In order to impose the sex registration requirement, the court made a specific finding that the crime was committed for purposes of sexual gratification.

These types of registration requirements were implemented when “Megan’s Law” was enacted in 1996. These laws require law enforcement to make information about registered sex offenders available to the public, aimed at enhancing community safety.
